However, the findings, interpretations and conclusions expressed in this paper are entirely those of the authors, and should not be attributed to ODA, which does not guarantee their accuracy and can accept no responsibility for any consequence of their use. i Preface This literature review has been prepared as part of a study looking at the financing of agricultural research and extension for smallholder farmers in Sub-Saharan Africa (SSA). Some case study work is also being undertaken, and a final report summarizing the key findings will be produced shortly. Although SSA is the focus of the study, this review has sought to examine international experience with a view to drawing out lessons of relevance to SSA. Some of the material presented here was used as part of a broader overview of the role of the public and private sectors in the provision of rural services, prepared for ODA as an input to the Natural Resource Advisers Conference, July 1995. This report remains a draft, and the authors would welcome any comments for incorporation into a final document after completion of the case studies.
